D N41 T -4 : Muhyiddin's golden son, Rais's law...(terjemahan bahasa Malaysia disediakan)

1. The final bend before the final stretch for Manek Urai's precious seat. For today, let's concentrate on Muhyiddin and Rais Yatim.
2. For sure by now, Muhyiddin would have his MM2H approved. MM2H stands for "Malaysia, my second home" program but in this case it will be "Manek Urai, my second home" home stay.
3. In one of his latest ceramah, Malaysian Insider on 9th July 2009 quoted him

   "You will not just be adopted, because some adopted children are treated like stepchildren but you will be the golden child," Muhyiddin promises Manek Urai.

4. Sounds good, right? Wrong! For now, the campaign issue revolves on whether Kelantan is eligible for oil royalty or not. Muhyiddin, on his part has directed Petronas to address the issue by 11th September 2009.
5. Logically, when Muhyiddin promises Manek Urai that they will be treated as adopted golden child, Muhyiddin is also promising Kelantanese the same. So, my question - If Muhyiddin promises adopted golden child treatment, why is the government refuting Kelantan's claim that they deserve the oil royalty money? Is Muhyiddin treating Manek Urai and generally Kelantan as stepchildren?
6. Mind you that the questions posed is based on Muhyiddin's quotation that Manek Urai (Kelantan) is the adopted golden child. This is not a make-up story but properly recorded by Malaysian Insider.
7. However, here comes Rais "I burn the bridge" Yatim, Minister of Information, Communicaion and Culture. The Sun datelined 10th July 2009 reported Rais said that Kelantan's oil royalty demand was made not according to law. Rais was quoted

   “This is different from the oil royalty enjoyed by the Terengganu state government as it is disbursed on the goodwill of the federal government, not derived from the rights under the laws,” Rais "I burn the bridge" Yatim - Minister of Information, Communication and Culture

8. So, there you have it, right from the horses' mouth. Muhyiddin promises Manek Urai (Kelantan) a "adopted golden child" status but Rais said "it must follow the law".
9. To me, the federal government can accord the oil royalty money to Kelantan as Manek Urai (Kelantan) is Muhyiddin's "adopted golden child" and even if there is no rights under the law (as mention by Rais), the federal government can disbursed the oil royalty money on goodwill basis as it did to Terengganu.
10. The solution for oil royalty money is already there, right infront of our eyes. The federal government can either disburse the oil royalty money as per the 1975 agreement (whose existence will be clarified by Petronas by 11th July 2009) or on goodwill basis. Full stop. Now, the ball is back to Muhyiddin whether to disburse the oil royalty money to Manek Urai (Kelantan) or not.
    
11. By virtue that Manek Urai (Kelantan) is Muhyiddin's (and UMNO's) "adopted golden child", the oil royalty money should be disbursed to Kelantan now. Why not make it before 14th July 2009?
12. Maybe it is time for Muhyiddin to ask Rais - Are you the Minister of Information, Communication and Culture or are you the de-facto Law Minister? Rais seems to like quoting laws as if he is the de-facto law minister. Is he in the right ministry?
13. Muhyiddin would like to think that he has close the gap between BN and PAS for Manek Urai but this issue is hurting BN. Rais is not making it easier on Muhyiddin with his statement.
14. 4 more days to go before polling. Friday is rest day for some but not the vote canvassers. By the end of the day, it will be clear how far behind BN is lagging. PAS is not letting up and the Manek Urai guys are tightening their "semutar" for the final stretch...

Translation (Terjemahan)

Pertandingan sudah memasuki ke selengkoh terakhir sebelum pecutan terakhir bagi kerusi Manek Urai. Untuk hari ini, tumpuan diberikan kepada Muhyiddin dan Rais Yatim.

Sudah pasti Muhyiddin seharusnya mendapat kelulusan MM2H. MM2h bermaksud "Malaysia, my second home" atau program "Malaysia, rumah keduaku" tapi untuk kes ini ia akan memberi makna "Manek Urai, rumah keduaku".

Dalam salah satu siri ceramah beliau, Malaysia Insider melapurkan Muhyiddin berkata

"You will not just be adopted, because some adopted children are treated like stepchildren but you will be the golden child," ("Anda (penduduk manek Urai) bukan saja diambil sebagai anak angkat, kerana ada anak angkat yang dilayan sebagai anak tiri tetapi anda akan menjadi anak emas") janji Muhyiddin kepada Manek Urai.

Bunyi menarik, kan? Salah! Untuk sekarang, kempen berkisar kepada isu samada Kelantan berhak mendapat duit royalti minyak atau tidak. Muhyiddin telah mengarahkan Petronas untuk menangani isu ini selewat-lewatnya pada 11 hb Julai 2009.

Secara logiknya, apabila Muhyiddin berjanji kepada penduduk Manek Urai, beliau juga berjanji kepada seluruh rakyat Kelantan perkara yang sama. Jadi, soalan saya - Sekiranya Muhyiddin berjanji untuk memberi layanan anakangkat emas, mengapakah Kerajaan masih mempertikaikan tuntutan Kelantan bahwa mereka berhak mendapat duit royalti minyak? Apakah Muhyiddin menganggap Manek Urai dan Kelantan secara keseluruhannya sebagai anak tiri?

Perlu diingat bahwa persoalan yang ditimbulkan adalah berdasarkan kenyataan Muhyiddin bahwa Manek Urai (Kelantan) adalah anakangkat emas. Ini bukanlah cerita yang direka-reka tetapi berita yang di ambil oleh Malaysian Insider.

Walaupun demikian, datang pula Rais "Si pembakar jambatan", Menteri Penerangan, Komunikasi dan Kebudayaan. Akhbar The Sun bertarikh 10hb Julai 2009 melapurkan Rais sebagai berkata bahwa tuntutan duit royalti minyak Kelantan tidak mengikuti saluran undang-undang. Beliau dipetik sebagai berkata

“This is different from the oil royalty enjoyed by the Terengganu state government as it is disbursed on the goodwill of the federal government, not derived from the rights under the laws,” ("Ini berlainan daripada royalti minyak yang dikecapi kerajaan negeri Terengganu kerana ianya (Terengganu diberikan royalti minyak) atas ehsan kerajaan persekutuan, dan bukannya melalui hak-hak yang diperuntukkan dibawah undang-undang") - Rais "si pembakar jambatan" Yatim - Menteri Penerangan, Komunikasi dan Budaya

Begitulah apa yang terkeluar dari empunya diri. Muhyiddin menjanjikan Manek Urai (Kelantan) dengan kedudukan anaangkat emas tetapi Rais pula mengatakan "ianya mestilah mengikut kehendak undang-undang".

Bagi saya, kerajaan persekutuan haruslah memberikan wang royalti minyak kepada Kelantan kerana Manek Urai (Kelantan) merupakan anakangkat emas Muhyiddin dan meskipun ianya tidak mempunyai hak dari segi undang-undang (sebagaimana disebut oleh Rais), kerajaan persekutuan boleh memberi wang royalti minyak atas sebab timbangrasa sebagaimana yang telah kerajaan persekutuan dilakukan di negeri Terengganu.

Jalan penyelesaian mengenai wang royalti minyak berada didepan mata kita. Kerajaan persekutuan boleh samaada memberi wand royalti minyak sebagaimana yang termaktub didalam perjanjian 1975 (dimana kesahihan perjanjian akan dijelaskan oleh Petronas pada 11 hb Julai 2009) atau atas sifat timbangrasa. Sekarang, keputusan kembali kepada Muhyiddin samaada memberi wang royalti minyak kepada Manek Urai (Kelantan) atau tidak.

Atas pegangan bahwa Manek Urai (Kelantan) merupakan anakangkat emas Muhyiddin (dan UMNO), wang royalti minyak seharusnya diagihkan kepada Kelantan sekarang. Apa kata wang itu diagihkan sebelum 14hb Julai 2009?

Mungkin sudah tiba masanya untuk Muhyiddin bertanya kepada Rais - Adakah anda Menteri Penerangan, Komunikasi dan Budaya atau adakah anda menteri de-fakto Undang-undang? Nampaknya Rais begitu gemar menggunakan istilah undang-undang seolah-olah beliaulah menteri de-fakto undang-undang. Adakah beliau didalam kementerian yang bersesuaian?

Muhyiddin mengharapkan bahwa beliau telah mengurangkan jurang diantara BN dan PAS di Manek Urai tetapi isu sebeginilah yang menghantui BN. Rais pula tidak banyak membantu Muhyiddin dengan cara beliau mengeluarkan kenyataan sedemikian.

Masih tinggal 4 hari lagi sebelum hari pembuangan undi. Hari Jumaat merupakan hari rehat untuk sebahgian daripada kita tetapi hari tersebut bukanlah hari rehat kepada perayu undi. Pada malam ini, sejauh mana BN ketinggalan dibelakang akan dapat diagak. PAS tidak memberi ruang dan kaum lelaki di Manek Urai sedang mengemaskan semutar untuk pecutan terakhir...
